So i will check now..see if administrtor account is active or no. I may have to reboot.
LOST.. i tried ophcrack. seems nice.. but it did not find NTPWD. Guest was empty and rest 4 accounts were "not found"
i have my own account profile as administrator.. but it does not have administrator rights at all.. This is my problem.
Any more ideas? All my documents are on other drives.. trouble is I will have to reinstall a whole lot of software from scratch.. and that will be pain..
I searched web.. has lots of crap but no solid information..
C:\>net user administrator \active:yes
oh yea.. that command works only if you run it as administrator. right click on cmd and run as admin..( thanks to Rashid Bhai.. salaam.for the precious tip..)

Local Users and Groups is only available in the Windows 7 Professional, Ultimate, and Enterpise editions.
Local Users and Groups is not available in the Windows 7 Starter, Home Basic, and Home Premium editions.
